Position Status: Full-time and is contingent upon successful completion of DHS Suitability process.
Summary
This position provides Pre and Post-award acquisition support services. The position is responsible for providing assistance to the Government in identifying and defining requirements, providing acquisition strategies advice and developing procurement-related documentation for submission and processing to the Contracting Office. The position must also track requirement’s status throughout the acquisition lifecycle process.
Duties and Responsibilities:

Assist with preparing all required supporting documentation needed to facilitate the acquisition of goods and/or services via the different types of procurement vehicles. Serve in an advisory capacity by recommending appropriate verbiage in the construct the supporting documentation. Provide acquisition advice to include best procurement vehicle, (i.e., contracts, grants, and cooperative agreements) during the pre-award and necessary modifications during the post-award phase.

Provide acquisition strategy support through advice/recommendations for all elements in acquisition plans (includes approaches, options, strategies, risks, contracting methods, competition, sources, costs, milestone schedule, etc.)

Analyze request for contract actions and interpret and apply acquisition guidelines

Provide information and recommendations on acquisition alternatives to organizational elements.

Review requirements to determine suitability of the proposed acquisition vehicles (i.e., contract, interagency agreement, grant, etc.) and ensure compliance with the established procedures.

Prepare supporting documentation for acquisition requirements. These documents include: Acquisition Plans, Independent Government Cost Estimates, Sole Source Justification, SOWs, Performance Work Statements, Statement of Objectives and status reporting of Procurement Requests (PRs).

Provide advice and recommendations on verbiage for documentation. General advice includes best procurement vehicle (i.e., contracts, grants, and cooperative agreements) during pre-award and modifications during post-award.

Review and assist with the development of supporting documentation for the acquisition packet

Explain acquisition policies and procedures established per compliance documents.

Monitor the development of requirements for assigned customers

Work with all applicable offices (e.g., requesting program manager, Budget and Planning, Finance and Accounting, Legal, and contracting offices, etc.) involved in the acquisition process to ensure data is obtained or confirmed during the pre-award phase and to provide overall contract management support of the procurement process

Establish/maintain contract files during the pre-award phase.

Work with all applicable offices (e.g., requesting program manager, Budget and Planning, Finance and Accounting, Legal, and contracting offices, etc.) involved in the acquisition process to ensure data is obtained or confirmed during the pre-award phase and to provide overall contract management support of the procurement process

Assist with conducting market research to identify potential sources and contract vehicles (e.g., small businesses, etc and GSA schedule vendors, etc.). Assist with market surveys and documenting market research. Also supports program offices in documenting small business capability analysis.

Assist with preparing documentation for exercising options, modifications, and resolution of performance problems. Review current contract expenditures to minimize loss of unexecuted funds and control CLIN execution to ensure sufficient funding is available through modifications and realignment of funds.
Qualifications / Skill Set:
Education: Bachelor’s Degree in Business related discipline
Experience: 8-10 years acquisitions experience within the Federal government contracting industry
Security Clearance: Applicants selected MUST be U.S. Citizens. No security clearance is required but must be able to attain DHS Suitability check and may be subject to further government security investigation.
