Summary
The Contract Management Analyst (CMA) will work with Government customers to assist them with monitoring, tracking, analyzing and reporting on the expenditure status of contract funds. The CMA will assist with identifying where contract funds are not being utilized efficiently and assist in the process of recovering the funds to be used on other organizational priorities.
Duties and Responsibilities:

Assist with estimated costs-to-completion on contracting actions

Assist with monitoring the financial status of programs/contracts to include the analysis and tracking of obligated funds and expenditures along with all contracting/Purchase Requisition actions

Assist with reporting contract status, to include the analysis and tracking of funds

Assist with using a financial management/contracting system to track funding and invoices

Review current contract expenditures to minimize loss of unexecuted funds and control CLIN execution to ensure sufficient funding is available through modifications and realignment of funds

Develop a comprehensive invoice status report that provides a snapshot of all pending and paid invoices

Provide a summary view of invoices, with emphasis on Accelerated Pay Dates, Prompt Payment Due Dates and Pending Status

Ensure that tasks are completed in the time frame specified by the client and assists in the preparation of status reports and presentations

Assist with planning, preparing and drafting contract program review briefings to include coordinating with the responsible program offices and scheduling meetings

Assist with preparing and processing documentation for contract closeout of expired program requirements and de-obligation modifications for recovery of unexpired active funds

Assist with preparing all required supporting documentation needed to facilitate the acquisition of goods and/or services via the different types of procurement vehicles

Assist with preparing documentation for exercising options, modifications and resolution of performance problems

Qualifications / Skill Set:

Exp: 5 years of experience with federal government contracts working contract management/administration, accounting, finance or acquisition support

Education: Bachelor’s Degree in Business related fields

Knowledge of Financial & Accounting enterprise systems as they relate to effective and efficient business processes

Must be able to grasp interrelationships between budget and contract management requirements

Experience tracking funding commitments and obligations, budget execution, and contract expenditures

Knowledge of federal financial/budget reporting and invoice payment processes

Experience with conducting contract program reviews is desired

Certified Government/Department of Defense Financial Manager (CGFM/CDFM) or Certified Professional/Federal Contract Manager (CPCM/CFCM) desired
Security Clearance: MUST have Top Secret/SCI. Current Full Scope Poly (FSP) is desired or MUST be willing to go through the process to attain FSP. Applicants selected MUST be U.S. Citizen and must be able to pass Suitability check from US government security investigation.
